I think I see a peek of weirdness at the bottom right of photo #2 also. I can't be sure, but it looks as if this rose may be infected with Rose Rosette Disease, or may have symptoms of exposure to some sort of herbicide. If it's RRD, you're going to have to remove this rose to risk spreading the infection. RRD is a fatal virus that can be spread from any infected rose to another rose by a specific near-microscopic mite.
